No the 870 dose not need a nerf, you just don't like shotguns. Let's not use personal experence, but their numbers instead.
To help you understand why, let's use the FAMAS from Blops1 to show you why it needed a better nurf then it got. You state that the FAMAS is fine but the numbers say otherwise.
FAMAS Rate of Fire: 937.5
FAMAS Damage Profile: Three to Four hits for a kill
So by the numbers the FAMAS has the same high fire rate as the low-power SMGs like the Spector and the MPL, but at the same time has the damage profile of the slower-fireing assault rifles like the AK-47 and Commando. What the gun should have been is what the Type 25 is, the same fire rate but with a four to five hit damage profile.
So let's look at the 870 to two other pump shotguns in COD, the SPAS-12 in MW2 that should have been a primary, and the Stakeout in Blops1. They should have a similar play-style, the powerful, long-range, slow fire-rate shotguns.
First let's look at the Damage
For the SPAS-12 the damage is 40-20-0, but with Stoping Power it will be 56-28-0. How many of us forgot that old perk? so 320-to 160 for the SPAS without SP thanks to each of the shotguns I'm talking about has eight pellets, and it is 448-208 with stopping power
The R870 MSC is 50 damage up close and falls to 10 before you hit the zero point so 400 to 80. Not as good as the SPAS, their is a point before the buck goes away were you need a second shot, and being a pump means that the second shot is not coming too soon. I know your going to say about how many pellets you need to connect to kill. If you need a quarter to third of your pellets to connect in close range to kill, you are fine in both mine and RagingAmish's opinion. two is one quarter of eight so we are good.
The Stakeout is 40-10-0 so 320-80, weaker then both in the damage department, then again they got nurfed thanks to MW2
For Rate of Fire, The SPAS-12 is 70 RPM, the slowest of the three.
The R870 is 80 RPM
The Stakeout is 92 RPM without the Grip and 109 RPM with it, so the one with the weakest shots has the fastest firerate of the three
So what is the range,
SPAS-12: ~18 meters
R870: 14.5 with out the Long Barrel, 16.5 meters with it
Stakeout: 16.51 meters.
The R870 has the shortest range of the three without the use of the longbarrel.
In other words, the R870 is between the Powerful SPAS-12 of MW2 and the Weak Stakeout. This is good for a shotgun that is designed to be about relying on hitting your first shot and getting a kill, a miss will get you killed. Also shotguns have traded all of their long-range and most of their mid-range for a devistating close-quarter ability. In otherwords, the best move is to not get into their range and be careful in buildings. Please stop complaning about the 870, it is just fine.
